I think they'd rather avoid going to 450. 429 is just a much psychologically smaller number than 450 even though it's only twenty dollars less. 429 vs 350 seems like a much smaller gap than 450 vs 350. It's the same thing apple did with the iPad mini.
As for the price, it could just be a bigger HDD. It's not uncommon to charge a 100 dollar premium on memory. It also could be a subscription to the service that they're talking about plus maybe a somewhat bigger hard drive.
Either way, I kind of hope Sony has more up their sleeve for tomorrow.
