The title is misleading as the link shows IE has hovered around 55% for a year.
Also, IE dominates because it is the PC's default web browser usually and many people do not care to learn about and try another browser, ever. Ever.
Overall, the site as a whole is interesting especially since it includes estimations on phones/tablets..
