Pretty much. The engine was working on both platforms long before that time. The tiny four month delay between the Japanese and Western launches was because of Square's outdated localization processes, and it was a marked improvement over Final Fantasy XII's staggard releases:

...let alone the even larger gaps between the release dates of older Square Enix games.
It's looking like Lightning Returns *might* be the first major Final Fantasy title to have a simultaneous worldwide release.
