You know you can hire shader programmers, right? They're available, and they want jobs. Then you can tell them to make something that helps achieve the art director's vision.
It astounds me that people keep talking about Nintendo as if it's the same set of people as it was 20 years ago, incable of learning or expanding the workforce.
And what's that with very few developers pushing the graphics? If all of Nintendo's internal departments, Monolithsoft, Retro, and most of the Japanese heavy weighters are "very few" then I guess you're right.
