From the link in the OP to December:
"ComScore also said that over 17.6 billion explicit core searches were conducted in December 2012"
0.1% = 0.001 as a fraction. 17.6b (total searches) * 0.001(increase in market share) = 17.6m not 400m. You were only off by an entire order of magnitude; not bad.
Searches != CPC. I'm familiar with the term. I guess you aren't. Maybe look it up, bud.
