Like you said in op he is head of worldwide studios not SCEJ. Why he should be kicked out because of SCEJ failing when other parts of SCE are doing more than fine. Not to mention that one main reason for long development cycle for GT5 was that they were preparing themselves to the future and made the tools than can be used with PS4 too. They also made GT PSP during GT5 development. Sure the final product was not maybe as good as people wanted but they really have updated the game since. It's almost like new game nowadays after various updates.
