Why is that? The Aztecs for example had technology of their own (math, astronomy, medicine, hydraulic engineering), their own culture (civil, military and religious institutions) and their ethics.

They even had a method of farming known as chinampa that had almost zero impact on the environment (something modern civilization hasn't been able to achieve completely). These were civilizations not just semi-nomad tribes.
