Persona 4 Golden is the only must-own Vita game I'm aware of. Gravity Rush and LittleBigPlanet 2 are supposedly excellent as well.
It's been said a lot already but if you're looking for 3DS games, I can't recommend Kid Icarus: Uprising and Fire Emblem: Awakening enough. And don't shy away from the eShop, there are a handful of gems in there already as well.
