In 2011, South Sudan officially became a country. Lets say in 2013, you declared a new country. You have to name it and give it a constitution. It can be any where on Earth.

Would the constitution be codified or uncodified?

Republic or Monarchy?

Democracy or Dictatorship? Anarchy? Direct Democracy?

Communism? Capitalism? or somewhere in between?

Human rights? or none?

But anyway, i would name my country the Republic of Mafsland, it would border Germany and Denmark. A capitalist country with a mixed economy. 

It shall be a federal republic, with an elected parliament led by a prime minister and an elected senate led by a president. The parliament makes the laws but the senate votes on them. Any laws in the constitution can't be repealed, only amended to adapt with time. A minimum 60% of both parliament and senate have to agree for parliament to put through the changes, such changes may be subject to a referendum. Elections are proportional to best represent the public.

There are 6 states in Mafsland, they are devolved powers to spend on education, police and punishment, emergency services, maintenace of their state and raise taxes. Each state has a independent Judiciary.  The federal government covers all other policies. 

There will be a bill of rights protecting basic human rights with 10 rights to start off with.

Freedom of speech, to protest, to vote, press, information, religion and association are guarentued, Education is a human right, Privacy is guarentued, Tolerance and acceptance of minorities, No government body can use force to get what it wants from the people, Elections are guarenteed every 4 years for both parliament and senate, unusual and cruel methods of punishment and torture are not allowed, a right to a fair trial, a minimum wage is guarentued but is reviewed every 2 years to ensure a minimum quality of life for the poor and each state in the Republic of Mafsland is devolved powers to ensure policy works best for it's people. This rights are entrenched into society and can't be repelled. Newer laws will not be entrenched.

EDIT: Progressive tax system from 0% to 50%. Poorest 10% pay no income tax, richest 10% pay 50% income tax etc.

Low taxes (5%) on Small or Medium companies based in Mafsland, 15% corporation tax for TNC's. Tax subsidies for companies who hire in a recession and follow environmental regulations and other regulations. VAT will be set at 12%. 

Needs of the people such as education, banking (The Bank of Mafsland), healthcare, emergency services, energy, police will be fully government owned but maintained on the state level, not the federal level. Everything else will be fully private and allowed to compete with each other as much as they like.

Foriegn policy~ avoid war unless there is a direct threat to the country, seek good diplomatic relations instead. Try not to get involved in other countries problems. Limit aid to 2% of GDP per year, money needs to go into our own country first.
