Not only is that confusing to the market, but buyers will be pissed that every year their purchase becomes the less then cutting edge product.

This thing aint gonna fly.

 

You buy a console now and it is already less than cutting edge. The new 720 or PS4 will be less than cutting edge. Plus not being cutting edge or upgrading your machine every year hasn't stopped the mobile market from exploding in sales. This thing will fly especially if your Microsoft's Sony's and N are going the "you can't play your pre owned games route"

Leave PC out of this. As for consoles, the console is cutting edge for 6+ years before its successor comes out. Thats peace of mind. And nobody seriously expects the used game sales crap going through.
