Regulation only makes it more difficult for law-abiding citizens to procure weapons legally. So no.
Personal responsibility must be priority one. If your kid steals your weapon, you should be at fault for not properly securing said weapon and prosecuted as an accomplice.
I'd be for legislation, not regulation.
