One year after, FFXIII-2 is one of the lowest-rated game on GamrReview. Is that normal?

I didn't get it, because the FF franchise has become dumb, really. But I have never seen a FF game in so many bargain bins, at such a low price already, as this one. Looks to me like people just don't want this game.
