I can disagree with that definition, because the videogame context of it is not what the author had in mind. There is no confusion about it, it is just people moving the boundaries around to suit their worldview and score points.
There is NO right answer. However it can be useful to define generations of Pperformance, or what its market competitors were like, or anything else.
