It's still always going to be up to the developers, of course. Still, are the best AI of this generation better than the best AI of last generation? Absolutely. Look up the gameplay video of The Last of Us, where the enemies are giving one another directions and attempt to flank the player.
It's also about having more events on-screen, more enemies and players on-screen, and having a more interactive and dynamic environment. If you want to see why better specifications matter, check out why the PS3 version of Skyrim was inferior to the 360 version. Not because of visuals, but because of a difference in useable RAM.
Now, I'm not saying that the Wii U can't have great games, I'm just saying that the greater the difference, the less likely it is that they can share games. Who knows, though, maybe that will be less of an issue with the Wii U than the Wii.
