1. Have you tried to download the system updated directly to your Vita by connecting it through wifi?
2. Yes, you can re-download games you have purchased to a new PS3 if your current one breaks.
3. I'm not very familar with games that support PS3 and Vita. I assume that the game can be played on your PS3, and downloaded to your Vita to play as well.
