Yes. But I did not play Witcher 1 and still could understand most stuff going on in 2. There's also a summary video of the story in 1 they made, on youtube

It's worth it, but the quality difference is like Uncharted 1 to 2 from the two titles.

That comparison doesn't help me cause I haven't played uncharted but I get what u mean I guess

Both are very good games that are worth a try.

And given that they changed the combat from the first to the second, not only the graphics but the gameplay is different too.
