Perhaps. It was more of a snarky swipe at the usual passiveness of the human species :P
But I think the core market for both consoles is bigger than you are supposing right there. Look at the ammount of people alone who buy the same game for full price every November. Or consider the possible workarounds to make the market more appealing, like more demos and services like PSN+. That being said, I doubt even in the unlikely case this whole used game block is for real, Sony and MS will still have all the major IPs locked to them, for EA, Activison, Ubisoft, Capcom and SE aren't going to change camp.
