3DS isn't close to Tegra 3. Games like Need for Speed Most Wanted, Shadow gun and Dead Trigger have graphics much better than 3DS games, and they are even running in HD. And there is other detail: not all Tegra 3 SoCs are equal. The Nexus 7 uses the less powerful variant with a lower clock GPU.

 

Now, Vita surpass Tegra 3 with ease and probably have the most powerful mobile GPU (I don't know about how it will compare with Tegra 4, but we'll have to wait the first devices. NVidia always exaggerates the performance of their Tegras before launch).
