You can even play The Walking Dead on the iPad. Once it's jailbroken, he'll be able to use it as an emulator together with a controller (and preferably a book stand). Yes I think it is. But so is putting ice cream on pies in some States, and beastiality. But it still happens.

Even if jailbreaking is not illegal, ROM ownership may be (if you don't have the original). So emulation is a very gray area.
