I don't think Microsoft needs Dell to promise anything, writing or verbally, in terms of android. Dell determined that the race to the bottom with Android tablets and phones isn't profitable for them. It had nothing to do with Microsoft.
Chromebooks tho may be something Microsoft is worried about and this is where the microsoft financial aid may come in to play. Maybe the next surface will be made by Dell? :)
