Not necessarily. This new gen seems to be the 1st where publishers/developers are showing off next gen projects before the respective systems are announced. Although starwars 1313, Cyber punk 2077 and Witcher 3 (which is being revealed next week) have not been confirmed for next gen consoles, its pretty much a given. What we do definitely know is next gen is the engines they've been showing (Luminous, Unreal 4). Now I could be wrong but I believe ps3+xbox 360 were revealed before unreal 3 or any other current gen engines were shown off.
This may be down to the big developers with infinite budgets being eager to move on faster then Microsoft and Sony are willing. If they could have it their way, I'm sure we would have next gen consoles in our home right now. (obviously excluding the wii U)
