I laughed but I just don't get the joke is he just blaming Obama for everything that goes or what?  I feel kind of dumb for having to ask but it is kind of random, still funny, but random.

Yes, it's quite random, I just saw it on a blog and thought it would stay nice in my sig, so I put it there, I don't even know much of Obama's government as I don't live in the USA.
