Are you talking about Guerilla Games? Because they are making a new IP plus Killzone 4. Killzone Mercenary is going to be developed by Guerilla Cambridge.

And I don't agree that this game should be a new IP. Vita need original IPs and it gets those (Soul Sacrifice and Tearaway being the other 2 biggest hits announced so far), but it also need big brands that will draw people to it, just like CoD did. The game is crap and yet it's the second best selling game on Vita. That's why every third big game (I think it's the best ratio) should come from a known and loved franchise.
