PS3 was unique in its design.
PS4 looks to be a lot like a standard PC in almost every way. There should be no reason PS4 isn't the easiest to develop for unless MS utilizing actual DirectX makes a huge difference for them. MS's use or DDR3 shared memory creates the abnormal situation in this case (same with WiiU plus its unique SDK).
