Poor MSFT, this is proof that their strategy of trying to make Win8 the platform for all things isn't working as well as Balmer wanted.
MSFT obviously wants the partners to sell more high end computers, which would presumably be used for business, but heck, businesses are trying to save a buck just like everybody else.
I also understand that every other Windows iteration ends up being poor, but MSFT is running into harder competition these days, I mean it has mobile and tablet markets that aren't doing so great cutting into its more profitable sales ( PC ) . So, it's kind of like being caught between a rock AND a hard spot that you can't get out of.
