The title is wrong. It has nothing to do with jail breaking or rooting your phones. It is referring to "unlocking" your phone so you can use it on a different carrier. Meaning, people used to buy an at&t phone and have it unlocked so it could be used on T-Mobile. That is what is now illegal. However, its stupid and won't last or stick or even be enforceable.
