Get Jay in here. He should know what to do. (I think he lives in Detroit.)
I really don't know what they could do with that city. After so many companies left I doubt they would make an effort to even try to come back. And I don't blame them for the most part.
Then again, not all of Detroit looks like that. Just 99.9%.
