"that the 3DS actually has a more capable GPU then the all impressive PSVita."

OMG really? not even close at all

PICA200's basic OpenGL ES 1.1 support is the functional equivalent to DirectX 7+ ~ 8.0 GPUs, that was actually prominent in the PC market in 1999–2000, but OpenGL ES 1.1 extension pack and DMP's unique extensions (MAESTRO-2G) tweaks made graphics rendering on this fixed function IPC more akin to more contemporary DX9.0c ~ DX10.1 GPUs.

the SINGLE CORE PICA 200 is no where near the level of the PSVita's Quad Core SGX543MP4+ THAT IS 100% A FACT!.

The 3DS has much of it's internals housed in a SoC (System on Chip) just like it's predecessors. This is done to reduce build costs, cut down on power consumption, as well as make the PCB layout less complex and make the system harder to tamper with. The SoC, branded as the Nintendo 1048 0H, contains the CPU, GPU, DSP and VRAM.

According to official documents, the CPU used is a dual-core ARM11 CPU, clocked at 268MHz. One core is dedicated to system software, while the other is used for application programming, each known as the syscore and appcore, respectively.

As mentioned, DMP's (Digital Media Proffesionals) PICA 200, 268Mhz

the Quad Core SGX543MP4+

Imagination's graphics IP cores now range from SGX520, the world's smallest OpenGL™ ES 2.0 mobile core, to SGX543MP16 for high-performance console and computing devices.

At 200MHz core frequency an SGX543MP4 (four cores) will deliver 133 million polygons per second and fill rates in excess of 4Gpixels/sec**. Higher frequencies or a larger number of cores each deliver more performance. At 400MHz core frequency an SGX543MP8 (eight cores) will deliver 532 million polygons per second and fill rates in excess of 16Gpixels/sec.

there is no d@mn contest  it is a fact that the single core PICA 200 THAT'S IN THE NINTENDO 3ds GPU  WITH IT'S

6 MB of dedicated GPU ram is no where near the level of the SGX543MP4+ WITH 128 MB of dedicated Video ram that's in the PSVita

example:

PowerVR’s Series5 (SGX) series feature pixel, vertex and geometry shader hardware. They suppport OpenGL 2.0 and DirectX 10.1 Shader Model 4.1. The SGX GPU is featured on many popular SoC (systems on chips). Apple A4 and Samsung Hummingbird SoC make use of the SGX GPU.
