I am in no doubt MS will pay for exclusive DLC content, but no company these days can afford the best games being exclusive from 3rd parties, just because of the amount of sales a company would lose. So if they do make a game exclusive it would most likely be a much smaller (and thereby in most cases) less of an impact game.
MS started off last gen really well, and i think they will start the next just as strong (in terms of games). Sony has built up an exceptional range of 1st party companies.. I also expect Sony to have learnt many of the lessons they did from the PS3 and are likely to start off better.
But what with the worlds economy in the crapper, who knows what will happen.
