No, simply because Killzone isn't targeted towards all gamers. Call of Duty has smooth and quick controls which makes it an easy game to pick up and play. You get good with very little experience.

The Killzone series on the other hand has sluggish controls and your character doesn't move around as smoothly, it's more realistic. Look at the Battlefield series. Bad Company 2 barely managed 3 mill units on both PS3 and Xbox 360. When Battlefield 3 came out they made the movement much more quick and less sluggish feeling and it sold over 10 million units. Why do you think they are making Battlefield 4 instead of Bad Company 3?

Lastly, Activison markets the shit out of Call of Duty. Sony does not focus on marketing a single game heavily and then just hoping that the other games they publish sell enough to at least make a profit. What other games do you know from Activison other than CoD and the Spyro game that sell well and are popular. Spyro is only popular because it's been well known for many many years and Call of Duty is popular because of the small barrier of entry for new gamers as well as the marketing for the game and brand name.

In short, Killzone will never be as popular as Call of Duty in terms of sales. Sure it might be better, but nowhere near the level of Call of Duty in terms of recognition. Sony just isn't willing to solely focus on one franchise and then leave out all the others in hopes that they just make a small profit.
