Pirating is huge all over Europe, so that would be the region with the biggest decrease.
And yes 30m+ is certainly possible if the userbase is ~100m by end of that gen and it comes with a peripheral.
That piece needs to have some appeal though. I don't think a second wheel would do it, as 33m already own one.

Why not? Mario Kart is a multiplayer game, so having a second wheel doesn't hurt.

that's what i said but I still think nintendo (unwisely perhaps) may make a peripheral to fit around the pad to make it more closely resemble a steering wheel. It may look stupid but I also thought the wii wheel was stupid...at least this one will be a bit larger (the wii wheel, I thought, felt too small when using it)...plus it will give nintendo the opportunity to reuse an earlier sales tactic as people wont be able to say they already have a wheel peripheral.
