For the Powerpuff Girls god damn or fucking is the only word that makes sense.  I'd say fucking is likely what they were saying.  At any rate it's obscured a bit better than in Dexter where you can fill in the blanks pretty easily.  It's also a matter of tone and usage.  The Powerpuff girls are just little girls not sure what the words mean, while Dexter and Dede's rude counterparts are using the words the way you'd expect.

Besides, Powerpuff Girls had its own banned episode.

As for the Power Puff Girls episode, I dunno if it was the political stuff that got it banned.  There was a lot of strobe effects in that episode and they might have been concerned about an electric soldier porygon situation.

The episode is actually very anti-communist.  In any event, the references aren't that out and out obvious that it would earn a banning.  I'd say it's the strobe effects, but the world may never know.
