That's an utterly terrible definition of a generation for PCs.....

Well pc's get a boost from next gen hardware because many developers focus on consoles.  The term consoles are holding back pc's are correct.  Once next gen comes out we will see a boost in PC graphics as well because developers will be making more powerful games.
