It's a common problem with the Corsair Hydro coolers pump.
Several ways to fix it however.
1) RMA it.
2) Add a transister into the cable that draws power.
3) Connect it to a fan controller and turn it down untill it stops being noisy.
4) Ditch the Corsair fans and grab some Noctua NF-F12 fans.
5) Profit. :)
Sometimes it might just be an air bubble in the pump or in the hose, so just give it a few light taps on the pump itself and wiggle the hoses a little, mine was incredibly noisy when I first got it, whacked it onto a fan controller, never looked back, was certainly a step back from my old Noctua NH-D14 air cooler in terms of noise, I don't miss the monolothic size though.
