For starters, no, what you can do in the mobile market and PC market do not apply to the console market. So those are in no way an "industry standard". The architecture and OS of the PS4 will not be the same as the PS3, so there goes the Apple/Windows analogies. And who knows about the Xbox.
Nintendo does use the same stuff for all the Wii/Wii-U/3DS, so you can transfer most stuff downloaded to the Wii-U, since it is backwards compatible with the Wii. But that doesn't mean the same applies to PS4. They better have a new OS, a new store, and a radically improved architecture over PS3. And who knows if it will even play PS3 games.
If all else fails just don't buy a PS4?
