It's too late to make any big changes to the hardware without forcing the developers behing the launch titles to scrap part or all their job and start again. The only changes they could do now could be an increase on the frequencies of the CPU, GPU or both and add more memory. And none of this factors could delay the PS4 more than one or two months.

If they are delaying the console is because they know that they won't have enough software at launch or because those extra months will allow them to build the console for less money.
