Rio has had problems with gangs for many years now, i doubt they can sort it out in time. There problem is that gangs control the vast slums of the city, there is little the Brazilian government can do. It may seem crazy but i think America's (and other countries) war on drugs has a great impact on Latin American cities. As drugs are illegal, gangs can make great profits from it on the black market. This money empowers them and affords great influence in slummy areas of cities, as the locals have no real opportunities and so join gangs. Ending the war on drugs, would cut off most of the money for the gangs and so lower crime rates significantly in cities like Rio and Mexico city.
