The original report is horse shit. Snow isn't going to cause a triple dip. If a triple dip is coming then its coming. Nothing to do with a bit of snow for a few days. 

Ah. That part. Makes sense. But there will be some effect (however negligible) if people can't (or won't) get to work. Which does raise questions about the competence of city officials (and work ethic of the general public as well) if an inch of snow can't be dealt with. Schools close and people don't go to work when there's an inch of snow??? That is ridiculous. Really? An inch??? We get more than 2 inches every single week where I live, with occasional 6"+ snowstorms. We've been sent home from high school once because of weather, and that was at the start of a storm that prevented you from seeing more than 5 meters in front of you. And we haven't had a single day of university cancelled due to weather in the past four years.
