Well it actually makes sense. Think about it. First of all, people will need to buy all new controllers, instead of continuing to use the same ones they've got. (And we all know Sony needs as much money as they can get at the moment) So there's big incentive in that aspect alone. Secondly, if the graphics leap from this gen to next-gen isn't going to be as noticeable as it was previously.....they are going to need something "more" to sell people on the system. What better way to stir up intrigue and interest, than to have a completely new controller model. Sure it's not much, but it's enough. I know I'm excited to see what "new thing" they come up with. Very excited to see how all the new tech will be incorporated; Biometric, motion, touch, accelerometer, gyro, etc.
