The action element of the combat system in FF XIII isn't to blame be se. It's the fact that they made it so it stripped you of nearly 2 third of the management decisions that people are mostly disappointed in. A game series where you could step back and look at the situation, and adjust on the fly based on the outcome of the last few attacks, became a button masher where reflexes are more important than anything. I'm generalizing, but that's what most of the feel is like now.
The core has changed greatly, and people aren't happy with it for good reason. A Final Fantasy game isn't a Final Fantasy game anymore, if you see what I mean.
