Ah, very true. I read something on this.

China does things like this whenever their people get out of line. They make an outside problem to make it seem worse for other people in the world, which in turn makes the Chinese people calm down their rioting and such.

It's such a ridiculous cycle.

GOVERNMENTS do not like when their people get out of line, and this strategy of "deviation of attention" is used in every single one of them. It may be easier to identify  this sort of action for countries other than your own because you are on the outside looking in,  but its prevalent in all governments and has been throughout world history.
