I could not find any info of the actual average time it takes someone to graduate with a bachelors, but most articles metion that it can be done in four, but also may take up to 5-7 years. So with out that kind of data it is hard to say. If colleges only passed those with the knowledge and skills they needed for their majors business would have no need to further vet their prospective employees. Which from what i have heard and seen is not the case. I would be interested in seeing what % take longer. I found info on what i mean though.

I'm not sure what your point is? You said that everyone who shows up graduates. This is absurd. I showed you that clearly is not the case.
