I think it's a general American thing, not related to one race. People say Irish-American, Italian-American and more besides.

OT. It is racists to assume the new neighbours are the ones with weed if if it's because they are of a certain race. If I hadn't witnessed much or any weed presence in the neighbourhood and then there's this correlation of a bag of weed lying around and new neighbours just moved in I'd be suspecting the new neighbours regardless of race, culture, age, sexual orientation, gender, family status or professional background.
