Honestly, with a WW release of Pokemon, MH4, Luigi's Mansion, Fire Emblem and more games that haven't been announced yet, I don't see how it couldn't.
Last year, 14 million sales with very few major releases, and those that were, weren't the kind that sold millions (except mario of course and even that was lackluster compared with other 2D Marios). This year on the other hand........
