No that can't be it, this game could be a big system seller in Japan holding it back when it could be out there selling wouldn't be a smart move. Maybe for the US and EU they would wait but not in Japan 

Its probably just to balance their income throughout the year. It being a HD remaster, expect it to be released not long after we get the 1st official trailer/screen shots. I assume they were waiting for the end of the fiscal year (march) to release it as they  haven't got anything line up next year except Lightning returns, this fiscal year they had Kingdom hearts, theatre rythm, DQX, Tomb Raider.... FFX HD was not needed. I assume it'll arrive in the summer.
