^You likely haven't heard that, because lots of people didn't "almost quit console gaming", but quit console gaming for all?

From mid to late 90's the transition to 3D didn't work quite well, along with the lack of quality requirements (on PS) that Sega and Nintendo had, quality of console games went steep downhill, that resulted in lots of console gamers turning to PC. On PC you could have Command & Conquer, Warcraft, FPS's (that were at the time still rather new) that you even could play online.

Well, even if you take PC games out of the equation, you're still left with some pretty incredible software.

Final Fantasy VI
Final Fantasy VII
Panzer Dragoon
Metal Gear Solid
Ocarina of Time
Banjo-Kazooie
Tomb Raider
Donkey Kong Country 2
Super Mario 64
GoldenEye 007
Super Street Fighter II
SoulCalibur
Oddworld
The Last Blade
Super Metroid
Resident Evil
Gran Turismo
Tempest 2000
etc.

I don't think the quality of console games went downhill at all during the mid to late 90s.
