Don't know about Japan, but suggestions (rumors) were that a year after the next Xbox was released, this would be released as an add-on. I don't recall the suggestion of bundling, due to the high cost.
Unlike Kinect, this will not be inexpensive, about the same price if not more expensive than the actual console.
