Playstation 4 announcement coming in February? Xbox 720 E3?

This possibility of Sony announcing at this event is getting more and more likely.   But I still can't see Sony not doing it in Japan first.

I think Sony doesn't care where they announce it. Does it not seem a bit odd that something that wasn't done in 3 years gets revived in the time when ps4 is getting rumored? Also if ps4 has a slight of a chance to release in Fall 2013, they need to announce it in February to add anticipation. 

This is how i would do it:

Destination Playstation: Announce PS4

GDC: Show the specs of the system and features of it

E3: Show Launch Games

Gamescom: Announce release date and price
