If price is the primary concern, I'd suggest buying the Nexus 7 over the Kindle Fire. The few extra bucks will buy you a better user experience.
If ease of use and software support matter, it's definitely worth considering the iPad Mini. For elderly eyes, the sharpness of text (PPI) often isn't as important as the absolute size of the text, and the iPad Mini screen is a considerable 35% larger.
