Hard to say. But if I was to judge it I would probably do so for a country overall and not from personal experience as that is too small a sample size.
That being said considering their reduced current economic and military power compared to decades past I would have to say it is a toss up between England and France. They appear to consider themselves much more important than their weight would actually imply.
